U.S. Commerce Secretary Carlos Gutierrez is urging Chinese companies to step up their foreign direct investment in the ed States. At the same time, he noted that the huge U.S. trade deficit with China is fueling protectionist sentiment in the ed States. U.S. companies have invested billion in China. In contrast, Chinese companies, flush with cash from the country's economic boom, only invest about 0 million in the ed States. In a speech to the American Chamber of Commerce in China and the U.S.-China Business Council, Commerce Secretary Carlos Gutierrez encouraged more Chinese investment in the ed States. We can't say it enough, please come to the U.S. Invest in the U.S. You will find no better market in the world in which to build a business, create wealth and create opportunities," Gutierrez said. The secretary said the U.S. government is preparing a 10-city series of programs to introduce Chinese investors to opportunities in the ed States. At the same time, Washington is also trying to streamline the application process for U.S. visas for Chinese businesspeople. One concrete development the U.S. official touted was the implementation of an agreement for Chinese tour groups to go to the ed States. That's a big deal for us," Gutierrez said. "That's the first group travel, first group travel. Not only is it good for business, it will increase business on both sides, but think of what it will do for the understanding amongst both peoples." The first Chinese tour group heads to the ed States in June. Gutierrez said tourism is an important business for the ed States because the ed States has a tourism surplus. Gutierrez acknowledged that the U.S. trade deficit with China went down slightly in the most recent reporting period. But he warned that it is still 6 billion and warned that it is fueling American protectionist sentiment. Some U.S. lawmakers are calling for legislation to impose punitive tariffs on Chinese goods if Beijing fails to act on complaints about trade barriers and currency controls. The U.S. official was in Beijing to meet his new Chinese counterpart, Chen Deming, and Vice Premier Wang Qishan, Beijing's envoy to long-running trade talks with Washington.

Central China has been struck by a powerful aftershock as the region struggles to recover from a massive earthquake earlier this month that killed tens of thousands of people and left many more homeless. Latest shock killed at least one person in Sichuan province and injured about 260. The U.S. Geological Survey says Sunday's aftershock registered 5.8 points on the Richter scale, making it one of the strongest aftershocks since the May 12 earthquake that devastated China's Sichuan province. Initial reports say the aftershock caused more deaths and injuries, and led to further damage to homes, buildings, and roads. In addition, China's Vice Minister of Water Resources says scores of dams that were damaged in the initial quake are now in danger of collapse. The minister says 69 dams are currently in danger of breaking, but have not broken yet. The aftershock, centered near the devastated city of Mianyang, was felt across the country. As far away as Beijing, buildings are reported to have swayed. The death toll from the initial quake has been rising precipitously, and Chinese officials say the final tally could exceed 80,000. Adding to the misery are forecasts for more heavy rains in Sichuan province in coming days, heightening the strain on dams and increasing the risk of flooding and mudslides. China has dispatched soldiers armed with explosives to a blocked river in hopes of clearing debris and alleviating the potential for flooding.
The U.N. Special Investigator on the Right To Food says soaring food prices have declined somewhat, but the crisis remains and the problems are exacerbated by the production of bio-fuels. The expert submitted a report to the U.N. Human Rights Council as a follow-up to the Special Session convened on the Global Food Crisis in May. The Special Session in May was called to deal with the negative impact of soaring food prices on the world's poor. U.N. Investigator on the Right To Food, Olivier De Schutter, says the concerns people had then still remain. He says prices of food commodities in international markets have decreased from their peak levels of last spring. But, he notes they remain much higher than they were before the crisis and predictions indicate they will remain high for several years. Before the crisis, it was estimated by the FAO [Food and Agriculture Organization] that 854 million people were hungry in the world, not receiving sufficient calorie intake per day," he said. "And, two billion were malnourished. As a result of the crisis, it is estimated that at least 50 million more people have grown hungry. And, it is estimated that probably 100 million more people have fallen into extreme poverty." De Schutter says the poor are hungry and malnourished not because there is no food, but because they cannot afford to buy the food that is available. He says governments must take steps to protect their people from the emerging threats to the right to adequate food. For example, he says they must protect land users from the risk of eviction, provide their poor with social safety nets and make sure rural women have the same rights as men to access land and other productive resources. The report notes speculation in the futures market of primary agricultural commodities is behind much of the volatility in food prices. It suggests measures be adopted to decrease the resulting vulnerability, particularly for net food importing developing countries. The report says the whole issue of agro-fuels has to be rethought. It says there is growing evidence that many agro-fuels consume too much fertile land, use massive amounts of water and energy and, therefore, are not a long-term alternative to fossil fuels. De Schutter says with the possible exception of sugarcane in countries such as Brazil, the environmental impact of other agro-fuels currently produced from food crops is not particularly positive. I am not opposed as a matter of principle to agro-fuels," he said. "Although, I think their environmental benefits in many cases have been widely overestimated. And, I believe particularly bio-fuels produced from maize as is the case in the U.S. is quite detrimental to the environment. But, having said this, I am not excluding in the future that agro-fuels may continue to be produced, but there needs to be some form of international discipline imposed on States." Otherwise, he warns the pressure on land suitable for the production of crops will continue with dire consequences for the poorest people in the world. A World Bank Study finds between 15 percent and 43 percent of food price increases on international markets reflect the rush towards agro-fuels by certain countries. 200809/48206。
  • Quake in China Leaves Behind Thousands of Orphans走访灾区:地震孤儿可能数以千计 The earthquake in southwestern China displaced five million people, and many families were separated, leaving parents and children still looking for their loved ones. In the chaos, there has been a special outpouring of concern for the thousands of children who may have been orphaned. Tens of thousands of refugees now live around this stadium - their homes were destroyed in the earthquake. Names ring out on the loudspeaker of people who are still missing. Many of the homeless are children who have gotten separated from their parents. Their big concern is who will take care of them in the days to come, especially if it turns out that their parents are among the tens of thousands killed by the quake. The Chinese government aly is working to sign people who may want adopt some of those orphans. Ms. Wang sits at a table outside the stadium. Her job is to let the public know about the adoption law. She says that if there are orphans we will follow the China adoption law. They will be adopted through that procedure. Wang says she stopped allowing people to sign up to adopt orphans after the list neared two thousand people. State news agencies say thousands more people across China also have expressed interest. At this camp, even quake victims, such as Zhu Yao Bing, line up to see if they can register. Zhu says she wants to do what she can to help the orphans, because her family is doing better than many. Zhu says they lost they house, they lost everything. But they can go out and find work because they still have our health, so they can support a family. At least, she says, they are safe. She is indeed safe, but like many others here, she is still desperately searching. She thinks her nephew might have been in Beichuan when the earthquake struck earlier on May 12th. That town, near the quake's epicenter, is one of the most devastated areas. She asks, if anyone has news about Lu Gui Jun, to tell him to contact his little sister's husband in Anshan. Unable to find her nephew, Zhu looks for a way to be useful to others. She has asked the adoption official if she could take care of a child who is still looking for his parents, just to give him the warmth of a home for now. For now, though, adoption officials are keeping unaccompanied children inside the gymnasium, to keep them safe while they search for their parents. After two months, any children who have not found their parents or other relatives will be registered as orphans. Until then, there is still hope. One 16-year-old girl was not with her parents when the earthquake struck, but says it is possible they passed each other on the road. She says her parents had migrated out of the area to work, so maybe they have gone back home to look for her family, but they had aly left the area. Now she hopes their paths will cross here, in Mianyang. 200805/39934。
  • EU Defense Ministers Agree to Phase Out Peacekeeping Mission in Bosnia欧盟防长:逐步停止波斯尼亚维和 European Union Defense ministers have wrapped up a two-day meeting in France focused on beefing up the bloc's defense capabilities and looking at EU missions in Bosnia, Chad and elsewhere. EU ministers meeting in the northern French city of Deauville agreed to phase out their peacekeeping presence in Bosnia, although they did not set a deadline to do so. French Defense Minister Herve Morin called the four-year-old peacekeeping operation a success. The 2,000-member mission has been involved in military tasks in accordance with a deal ending Bosnia's 1992-1995 war. Morin said several options were now on the table, including phasing out the operation and turning the tasks over to civilians and Bosnian soldiers. Eight EU countries also volunteered to create a maritime security force to fight piracy that has been rampant off the coast of Somalia. In perhaps their most audacious act, Somali pirates have boarded a Ukrainian ship carrying arms. The maritime initiative still needs approval - probably during another EU defense meeting in Brussels next month.8个欧盟国家还自愿组织了一海上安全部队来打击索马里海岸线外十分猖獗的海盗活动。 Morin also said the EU ministers had made strides on ways to improve Europe's military capabilities in cooperating more closely. Among other ideas, they are pushing a plan to allow officers to study in military schools across the 27-member block. 200810/51519。
